16th Federal Congress of National Urban Development Policy

The 16th Federal Congress on National Urban Development Policy will take place from Sept. 12th to 13th, 2023 in Jena

12.09.2023 to 13.09.2023

The Federal Ministry for Housing, Urban Development and Building, together with the Conference of German Building Ministers, the Association of German Cities and the German Association of Towns and Municipalities, hereby invites you to the 16th Federal Congress on National Urban Development Policy.

"Urban-Rural Future Lab - new pathways to better cooperation"
September 12 and 13, 2023 at the Volkshaus Jena

The Congress will discuss current approaches and strategies for urban development policy and develop ideas for the sustainable and integrated development of urban and rural areas at national, European and international level.
The Congress thematically ties in with the IBA Thuringia 2023 and picks up on the diverse connections between urban and rural, as well as the major transformation challenges that lie ahead – climate change, housing, social participation, and the energy and mobility transition.
This year, we combine some breakout areas with excursions, allowing us to introduce you to special places in the city of Jena and the state of Thuringia. This is an opportunity for you to meet with stakeholders, learn about best-practice projects and share experiences and knowledge with other participants.

The two-day programme for the Congress will also include selected fringe events from a range of partners as well as a small project fair.

The number of participants allowed for the Volkshaus Jena has been reached, so unfortunately we cannot allow any more registrations and had to close the registration. As an alternative, we offer a livestream of the Federal Congress (main programme) on the following website on September 12th and 13th: Congress-Website.

The central forum: The Federal Congress

The annual federal congresses are the central forum for urban development policy in Germany.

Since the creation of the National Urban Development Policy in 2007, they have become one of its most important building blocks. A broad expert public will discuss the content, goals and current issues of urban development policy. In addition, new ideas and approaches are presented on the basis of exemplary projects and procedures from Germany and abroad.
The federal congresses take place at a different location each year. Over 1,000 people from politics, administration, business, science, civil society and practice take part.

City Stories: Exhibition “Living the City”

The "Living the City" exhibition took place from September to November 2020 in the former Tempelhof Airport in Berlin.

On the occasion of the German EU Council Presidency, it was organised by the former Federal Ministry of the Interior, Building and Community (BMI) and the Federal Institute for Building, Urban and Spatial Research (BBSR). The accessible urban landscape of “Living the City” has been the central arena for current discussions about urban development for a period of three months with its diverse program of events and education
Loving, living, moving, working, learning, playing, dreaming and participating in the city - “Living the City” is all about this. The emotionally and poetically charged stories of the exhibition move and touch, allow you to empathise and think. They have been reflected in more than 50 projects from all over Europe on architecture, art and urban planning, which showed processes and options for action in cities.
