In the Wilhelminian residential neighbourhood of Bremerhaven-Lehe, sustained falls in the population and, in particular, the fall in birth rates, have led to the primary schools being under-used. Within the framework of an extensive school development plan, the primary schools were reorganised, which allowed a school building to be pulled down and the space to be used as a neighbourhood square. At the same time, another school location was structurally and pedagogically upgraded and another was converted into a social-cultural centre.

Bremerhaven, Wulsdorf „Housing estate and day-care centre for dementia patients“

New infrastructure offers through renovation measures

The Wulsdorf-Dreibergen district already had high structural housing vacancies in 2000. With the partial reduction of a seven-storey apartment building to three storeys, the renovation also created housing for dementia patients. As a result, the reduction in the amount of vacancies was connected to a high-quality development in the neighbourhood which is also orientated towards the rapidly increasing demand in the future.

Cottbus „Sachsendorf-Madlow“

Intervening use of a formerly residential wasteland with useful plants

In 2003/2004, a residential area with 1.045 housing units was demolished at the southern edge of the large housing estate “Cottbus - Sachsendorf Madlow”. A resident-friendly industrial use is planned for the site in the long term. The intervening use of the area until it is required again for a new construction consists of simple landscaping and planting measures.

Eschwege auf neuen Wegen

In Eschwege wurden angesichts von Laden- und Wohnungsleerständen in der Innenstadt und abnehmender Kundenfrequenz neue Wege zur Gestaltung des demographischen und wirtschaftsstrukturellen Wandels einschlagen.

The ZukunftsZentrumZollverein - Triple Z (FutureCentreTariff Union) was erected on former coal-mine sites in Essen-Katernberg. It addresses founders of new businesses who want to open, relocate or expand a business in a business-friendly atmosphere. Triple Z links labour market policy measures with the aims of structural and economic policy and with this makes a contribution to managing the structural change in the urban district and the region.

In the urban district Vauban in Freiburg, a traffic concept was implemented which specifically promotes living without a car of one’s own. The parking spaces were located at the border of the settlement in favour of the higher quality of life in the neighbourhood. The inhabitants were given the choice between living without a parking space or a car in the neighbourhood.

A new residential district is being created in the direct periphery of Fürth’s inner city on a former barracks site. A generously equipped city park was also established on the site measuring aproximately 42 ha. The existing building stock was largely preserved and converted. New constructions were used for gentle augmentation.

Geesthacht up to the Elbe river!

Guided by the motto „Geesthacht up to the Elbe!“, the council plans to create a structural, townscaping and emotional connection between the inner city and its harbour area and hence reconstruct the historical link between the town and the river. Significant elements of the programme are the founding of a property and location community (Immobilien- und Standortgemeinschaft), a modernisation programme for commercial properties and professional vacancies management.

The use of the goods station Schalke-Süd, close to the inner-city, has been abandoned. The aim of the City of Gelsenkirchen is to develop the 15-hectare wasteland into a high-quality residential area. Because of the demand situation, this development can only be completed over the medium-term or in stages. An attractive leisure and open space is the temporary use of a nine-hectare area.

Halle, Glaucha „Eigentümermoderation“

Sicherung gründerzeitlicher Wohnhäuser in innerstädtischer Lage

Vielschichtige bauliche und soziale Probleme im innerstädtischen Quartier Glaucha veranlasste die Stadt Halle zur Aufnahme des Gebietes in die Internationale Bauausstellung (IBA) Stadtumbau 2010 in Sachsen-Anhalt. Ein entscheidender Lösungsansatz zur Bekämpfung der lokalen Missstände war, private Kleineigentümer zu mobilisieren und stärker in den Stadtumbau einzubeziehen. Dafür wurde ein Eigentümermoderator für Halle-Glaucha gewonnen, der im Gebiet über bestehende Sanierungs- und Finanzierungsoptionen informierte.

The conversion of a former margarine factory into a commercial studio for creative artists and new companies has proved to be a successful strategy for gaining new resident groups and new jobs by changing the use of the existing stock.

In addition, a pit gas engine-based co-generator system has been constructed.

Leipzig „Plagwitz“

Urban design integration of a historic industrial area

During the 19th century, Leipzig became the centre of a region characterized by mining and the chemical, metal and polygraphic industries. In 1988/89, the Plagwitz district was an industrial location providing approximately 20.000 jobs. As early as 1991, the council passed a preservation statute to protect the urban design character of Plagwitz and its environs. This was to serve as a measure in fighting the emerging economic development and the resulting loss of valuable industrial architecture. The historical importance of the entire district layout featuring numerous individual monuments of the industrial development was as undisputed as its urban design value.

A 5-storey prefabricated building in the Magdeburg urban district of Neustädter Feld has been converted into a 2-storey terraced house. Starting in 2000, a new inner city housing, work and leisure district is being created on the site of the “old exhibition centre”. The district planning process achieved a new quality of resident involvement. As early as during the design phase, residents were able to inform themselves on the urban development plans and were given the opportunity to submit wishes and suggestions regarding a greater number of planning process issues than is normally the case.

Change of use for a former barracks site

The Wiley barracks site became available in 1991 with the departure of the US armed forces. The army’s withdrawal had the consequence that an overall area measuring around 76 ha could be devoted to an urban restructuring process. The plots were initially returned to the federal authorities, from whom the council purchased the site in 1994. A new urban quarter is being created in the former barracks area since 1994.

Large-scale renaturisation of demolition areas

The framework plan in Schwedt contains the deconstruction of the entire housing estate area "Am Waldrand" through large-scale demolition. After disconnection and deconstruction of the supply networks and clearing of the areas, these are first renaturised with a grass mixture and later forested.

In der ehemaligen Porzellanstadt Selb wird bis zum Jahr 2010 bei der Altersgruppe der 65- bis 80jährigen sowie besonders bei den hoch betagten Menschen eine deutliche Zunahme prognostiziert. Die Stadt bereitet sich auf diese Entwicklung mit dem Auf- bzw. Ausbau eines Gesundheits- und Pflegenetzwerks vor. Das Netzwerk besteht aus einer zentralen Kontaktstelle sowie vorhandenen stationären und ambulanten Einrichtungen der Stadt und der umliegenden Region. Die angebotenen Dienste sind mit neuen Wohnformen verknüpft und nutzen vorhandene, leer stehende Gebäude.

Temporary use of an inner-city commercial wasteland

In the former porcelain town of Selb, a sustainable investment concept could not be found for an inner-city wasteland space for many years. As part of a town-wide urban redevelopment process, a public ideas competition was praised for a temporary use of the site as a public park. Several contributions from the suggestions received were rewarded and implemented with the involvement of the public.

Urban redevelopment in the inner-city

The massive loss of jobs in the steel industry has led to a structural crisis in the city of Völklingen and to the collapse of the inner-city. In early 2000, the inner-city was characterised by a high level of vacant commercial and residential properties which caused the city to devise a design-based urban redevelopment process. The upgrading of public spaces, the demolition of individual properties and the modernisation of culturally important buildings have given the inner-city a new attractiveness.

Wilhelmshaven, Siebethsburg „Garden town“

Target group-orientated development of a cooperative residential neighbourhood

In the listed garden town settlement of Siebethsburg in Wilhelmshaven, which is close to the inner-city, the housing cooperative as owner of the residential buildings has undertaken extensive upgrading measures to the buildings and the living environment. Part of this investment is concentrated on the housing situation of older people with the aim of helping the residents to live in the apartments for as long as possible. Apartments suitable for the elderly, a day care centre for dementia patients, an out-patient nursing facility and a meeting centre with a variety of offers for older people all belong to the diverse opportunities in the neighbourhood.

Growing up together – from slaughterhouse to event centre

At the end of the 1990s, media companies established “VillaMedia”, a network using content specialization, spatial proximity and intensive collaboration for new forms of cooperation, in the former stockyard and slaughterhouse. By virtue of its success, the complex was extended on several occasions and is to be further developed into the “Mediapark – Event Centre NRW”.

Hamm „Industrial Estate Sachsen“

Ecological industrial estate on fallow mining land

Coal-mining operations in the „Sachsen“ pit in the town of Hamm continued until 1976. Following their release by the mining authority, the sites were purchased by the NRW State Development Company LEG at the beginning of 1980. This made a 50 ha area of industrial wasteland available in the Heessen district, on the periphery of the town centre, which Hamm council used for the development of an ecological industrial estate.
