The urban district Hamburg-Wilhelmsburg faces the challenge of arranging the structural change from a former port and industrial location into a high quality service, living and leisure location. Closed and under-used port and industrial areas on the waterfront represent particular potential. Within the framework of various, mainly intensive, measures, there has been success in opening up the waterfront and partly inaccessible development potential for tourist, leisure and commercial use.
