Qualification project in housing construction

The approx. 7-hectare former Lincoln barracks are located on the northern fringe of Münster, around 2.5km from the old city, with good transport connections. To the rear, the listed buildings' grounds border on a green belt, "Vorbergshügel/Gasselstiege", which is a park landscape typical for the region. Following the end of the military usage, the barracks grounds were integrated into the urban structure in order to help ease the housing shortage as part of the city's housing action programme.
In addition, 'Wohn+Stadtbau' carried out an urban development competition in cooperation with the City of Münster.

The concept which was developed is divided into three construction fields:
Conversion of the listed barracks buildings in Dreizehnerstraße into modern flats following Wohn+Stadtbau's plans.
Five listed buildings in Grevener Straße will be sold to private investors and used for commerce, services and housing.
The northern and western areas with purpose-built buildings which are not worth maintaining will be deconstructed and replaced by two to three-storey multiple-family houses and new terraced houses.
The legally binding land-use plan was developed from the urban development concept. Additionally, it has a design manual defining quality characterisitcs for the future buildings and open areas. Around 400 flats were built on the grounds, including several elderly-friendly and barrier-free flats. 84 flats were publicly funded in the barracks buildings and 102 in the new buildings. The grounds are largely free of traffic thanks to the underground garage and external parking facilities. A child daycare centre and two play parks were created.
The central component of the measure was a cooperative employment and qualification concept. Under the management of the association "Dach überm Kopf" ('a roof over your head') and the Gesellschaft für innovative Beschäftigungsförderung (Association for Innovative Employment Promotion) - G.I.B. - young people were able to take part in a qualification scheme, in cooperation with Wohn+Stadtbau, during the construction and redevelopment work and were later mediated into eight provided flats. The measures were already defined in the calls for tender.
In addition, the occupation programme "Initiative Nachbarschaft" (neighbourhood initiative) began at an early stage.
Wohn+Stadtbau, together with the Amt für Wohnungswesen der Stadt Münster (City of Münster Housing Office) carried out an occupation process with the goal of achieving a balanced resident structure and a functional housing community. For this reason, various meetings and information events were held.

The focus of the innovation mainly concerns the bundling of the redevelopment work with vocational qualification measures. By mediating the flats to the qualification scheme participants, the project contributed to an identification with the surroundings as well as achieving a particular social quality.
