Re-structuring of an eroded harbour area

The port transhipment volume has been shrinking steadily in Münster’s town harbours since the 1970s. This resulted in the emergence of wastelands and uses with little or no concrete connection to the harbour. Various redevelopment measures and restructuring concepts have been applied since the 1990s. Münster council finally elaborated a master plan / integrated action concept (IAC) which would serve as a basis for the future development of the site classified as an "urban augmentation area”. The „Kreativkai“ is the first section to be gradually introduced to its new use. The purview of the harbour regulations has been reduced to the required areas. The port is operated by the Münster department of works who is also the largest landowner on the site. The plots are mostly let to leaseholders.

In the wake of the structural change, a varied mixture of small-scale cultural uses, catering operations and high-quality services (architects, engineers, publishers) has been created along with the industry remaining here and there on the northern shore of Town Harbour I, the “Kreativkai”. This development complies with the „Kreativkai“ ideal which is aimed at a mixed use predominantly comprising agencies, publishers, printers, a theatre, high-class catering establishments, artist’s studios, galleries etc.
The concept partly picked up on the old storehouse and warehouse structures, but also integrated new buildings in the harbour row. In consideration of its former harbour function, any functional deficits still remaining are to be eliminated in future, along with creating the legal preconditions for public use. As the IAC is only an outline plan, moderation and coordination processes will have to play a major part in this.

The development of the Münster town harbours and in particular of the „Kreativkai“ was intentionally kept open and only determined in a programmatic manner. This helped the „Kreativkai“ concept reach its full development potential, turning a pioneering phase into an urban space in the process. In the sense of the creative concept and as a new leisure space for Münster residents and the regional population alike, new qualities have been created in the “Kreativkai”.
